Phil Harwood has more than eight years of experience providing transformational leadership in high-profile, national roles across multiple federal departments, including the Office of the Prime Minister. Known for his ability to deliver results on complex, large-scale projects, Phil has a passion for improvement and a reputation for collaboration and insightful analysis. He draws on proven expertise in leadership, strategic planning, policy development, communications, stakeholder management, and process improvement.
As the Prime Minister’s Policy Advisor for Fiscal & Economic Affairs, Phil managed some of the most important priorities for the Government of Canada, including fiscal planning, tax policy, economic and industrial policy, government operations, federal procurement and Government-wide services, foreign direct investment, and cybersecurity. He served as the lead within the Office of the Prime Minister for developing the Federal Budgets for 2013, 2014 and 2015. This annual planning exercise constituted the largest set of spending and policy decisions made by the Government of Canada.
As a trusted member of the Prime Minister’s Policy team, Phil was accountable for the quality, timing and accuracy of his advice to the Prime Minister, and acted as a primary point of contact for external stakeholders from the Federal Public Service, private sector and the not-for-profit sector.
In his earlier roles, Phil oversaw the reconstruction of a key team within the Government of Canada, helped lead reforms of some of the country’s largest social programs, including Employment Insurance and Old Age Security, and provided strategic advice in several program efficiency reviews.
